The Virginia Crisis Negotiators Association is a collaborative community of law enforcement crisis and hostage negotiators dedicated to promoting the profession of Crisis Negotiation. Our association provides a platform for sharing best practices, professional development, and training opportunities to enhance the skills and expertise of our members.

VACNCA's board is made up of 9 members who are elected by the body of members. Each member serves a term of two years and the seats are offset by a year so each year elections are held for half the board.
President
Michael Sinclair
Michael serves as the Crisis Negotiation Team Commander at the Newport News Police Department. He has been a crisis negotiator for 12 years and serves as a district lieutenant in his department. Michael also served as the academy director for the Newport News Police Academy. He was elected as president in 2025.
V.P. of Membership
Antiknea Love
Detective A.D. Love serves as the Vice President of Membership for the Virginia Crisis Negotiations Association, elected in 2025. She brings over four years of experience as a dedicated Crisis Negotiator with the Newport News Police Department, where she has played a vital role in resolving high-risk incidents through dialogue, empathy, and tactical communication.
Her work in crisis negotiations reflects a steadfast commitment to preserving life, building trust, and advancing the profession through training and collaboration. As Vice President of Membership, Detective Love is focused on strengthening the association’s network by promoting outreach, supporting member engagement, and ensuring negotiators across the Commonwealth have access to the tools and support necessary for continued excellence in the field.
V.P. of Training
Bob Matson
Bob is a detective with Henrico County Police, and has been a Crisis Negotiator for 26 years. In addition to being an active team member, Bob also teaches Crisis Negotiation Classes around the U.S. He was elected V.P. of Training in 2025.
Regional V.P. - Northern Region
Dan Purcell
Daniel Purcell serves as the Crisis Negotiations Team Leader for the Stafford Country Sheriff's Office. He has been a Negotiator for over 15 years and is an instructor in verbal de-escalation, basic crisis negotiation and CIT as well as several other disciplines and serves as the 1st Sergeant in charge of the Sheriff's Office Street Crimes Unit.
Regional V.P. - Western Region
Melissa Foster
Melissa Foster has served with the Roanoke City Police Department since 2012 and as a Crisis Negotiator since 2019. She currently supervises the department's Special Victims Unit and serves as a commander of the Roanoke City Crisis Negotiation Team.
